Operations Over People — 14 CFR 107.35 Categories 1–4
Since 2021-04-21, Part 107 allows operations over human beings without a waiver under a four-category framework, each tied to the sUAS's injury-severity characteristics:
• **Category 1** — sUAS weighing 0.55 lb (250 g) or less, no exposed rotating parts that could lacerate, may operate over people without airworthiness certification. Remote ID compliance is still required.
• **Category 2** — the sUAS is means-of-compliance-certified to not cause injury to a human equivalent to or greater than 11 ft-lb kinetic energy on impact.
• **Category 3** — same but 25 ft-lb injury threshold; further limited to operations over closed/restricted-access sites or transiting briefly over people who are not directly under the aircraft.
• **Category 4** — sUAS with an airworthiness certificate under 14 CFR Part 21, operated in compliance with its type certificate.
Operations over moving vehicles (14 CFR 107.145) are permitted if the vehicles are within a closed/restricted site or the operation is not sustained. No overflight is permitted if it could cause injury to a person in the vehicle.
